The Project Development Guidance for Local Authorities on Heat Networks has been published by the Heat Networks Delivery Unit in DBEIS, comprising commercial, financial modelling, procurement and state aid guidance. You can access a copy here.
The commercial guidance has been developed by Lux Nova, in partnership with Arup, Mazars and Willis Towers Watson and aims to provide detailed guidance to Local Authorities to support their investigation and enable progression from feasibility study through to business case for their heat network projects.
The State Aid and Procurement guidance has been developed by Lux Nova and Browne Jacobson and aims to help steer Local Authorities through the maze of rules and regulations that may affect their projects.
